The Key Regulatory Changes in 2026
The EU's updated textile framework builds on three overlapping legislative pillars: the revised Textile Labelling Regulation, the Ecodesign for Sustainable Products Regulation (ESPR), and the EU Strategy for Sustainable and Circular Textiles. Together, they raise the bar for what brands must disclose, prove, and document before selling into the EU.
Mandatory Fibre Composition Labelling
All textile products must carry a clear label listing fibre composition by percentage, in the language(s) of the country of sale. Vague terms like 'natural' or 'eco-fabric' are no longer accepted without certification backing.
Digital Product Passport (DPP)
Under ESPR, certain textile categories must carry a Digital Product Passport — a scannable identifier linking to traceable supply chain and sustainability data. Phased implementation begins in 2026 with apparel categories.
Recycled Content Verification
Claims of recycled content (e.g. 'made from recycled plastic bottles') must be verified by a recognised third-party standard such as the Global Recycled Standard (GRS) or equivalent.
Extended Producer Responsibility (EPR)
Brands placing textiles on the EU market are now subject to EPR obligations in several member states, including France and Germany. This requires registration with national EPR schemes and contribution to textile collection and recycling programmes.
